Red Dead Redemption Dead Eye question?

For example, i'm playing normally the game and when i save the game the red bar (dead eye meter) is in the middle (50%). Is that normal or is it suposed to be full (100%) when im loading the same game? my game loads the dead eye according to what it was the last time i saved. is that normal?? thnx
